Town Charter
Preamble
The town exists to provide for it's residents, as well as all citizens of the realm, a place to congregate, enjoy and prosper. The Town Charter and it's subsections serve to protect the town, it's citizens and their inherent rights. Gyldenfeld is a town of peace and prosperity and seeks neither conflict nor entanglment in affairs removed from the town itself.
Organization and Governance
The town is governed by a Town Council comprised of all residents of the town. The official meeting place of the Town Council is the Gyldenfeld Commons, a grassy area just north of the crossroads. The Town Council acts as the decision-making body of the town.
- Each resident of the town is a member of the council.
- Each council member is accorded one vote.
- The Town Council shall meet once a month, being the first Sunday of every month, at 9pm EST in the Commons.
- Votes must be made in person and cannot be given by proxy or agent.
- A quorum of 70% of the Town Council must be present for votes to be official and binding.
- Votes will be decided by a simple majority.
- The council can amend or change the Town Charter by official vote in a council meeting.
- For non-residents who frequent the town, they may band together and choose a fellow non-resident amongst them to represent them in the town council. This representative will be accorded one vote. If for some reason the representative becomes a town resident, they must cede their position as the non-resident representative. Furthermore, the non-residents may choose another representative at any time.
The Town Council will elect a Mayor every 3 months. The primary role of the Mayor is to act as a functionary for events, call scheduled meetings to order and, if necessary, act as a representative when parlaying with other towns or groups.
- The Mayor must be a town resident and council member.
- Calls scheduled meetings to order at Gyldenfeld Commons.
- Represents the town on behalf of the Town Council. May not make treaty without prior council approval.
- Conducts votes during council meetings, counts votes and announces official results.
- Serves a term of 3 months; no maximum number of terms, but only two terms consecutively.
- May be removed from office for failing to appear consecutively at town meetings.
Residency
Apart from the founding town residents, homeowners which wish to become part of the town must petition the Town Council in person at a monthly Town Council meeting. The Town Council will review the petition and then vote on the matter.
- The home must be in the same physical, geographical locale as the town.
- The homeowner agrees to be bound by Town Charter upon being recognized as a resident of the town.
- If a home changes ownership to a non-resident, the new owner must petition for residency anew.
- If a resident moves away from the town, they will no longer be considered a resident, but may still be a member of the town as a non-resident.
- A town resident may have their residency status removed from the town by vote of the Town Council; this action may be undertaken for gross inactivity, defamation of the town or other uncivic acts.
Laws of the Town
The Town Council enacts laws through official council meetings. Laws may be appended or modified only by vote.
- Roleplaying is self-elective and never required.
- No guild shall officially represent the town.
- The town will not maintain a standing army; those who wish to defend the town against monsters, brigands and other threats may volunteer as militia.
- The town will have no official governmental buildings; the Gyldenfeld Commons is the formal meeting place of the Town Council and official town business will be conducted there.
- There is no taxation in Gyldenfeld, hence no town treasury either.
- There is no judicial system in Gyldenfeld; disputes between residents should be settled by the involved parties outside of the town's governmental framework.
- The town shall remain neutral in the affairs of other towns and organizations lest the Town Council votes and approves a statement. Such statements are to remain true to the Town Charter.
- There are no official positions within the government save Town Council members and the Mayor.
